Das Aussätzigen-Hilfswerk Österreich unterstützt die Forderung nach besseren Indikatoren für die nachhaltigen Entwicklungsziele.

Die nachhaltigen Entwicklungsziele (Sustainable Development Goals, SDGs) basieren auf dem bislang umfangreichsten Konsultationsprozess in der Geschichte der Vereinten Nationen. Zivilgesellschaftliche Organisationen wie das Aussätzigen-Hilfswerk Österreich sind an diesen Konsultationen direkt oder indirekt über Plattformen beteiligt.
Aus Sicht des Aussätzigen-Hilfswerks Österreich ist es ein großer Erfolg, dass die Überwindung „vernachlässigter tropischer Krankheiten“ wie der Lepra explizit in die Nachhaltigkeitsagenda aufgenommen wurde. Denn vernachlässigte Krankheiten sind nicht selten: Jeder siebte Mensch auf unserer Erde ist von einer vernachlässigten Krankheit betroffen.
Für die Arbeit des Aussätzigen-Hilfswerks Österreich sind auch mehrere andere den Gesundheitssektor betreffende SDGs relevant. Unter anderem geht es um die „Universal Health Coverage“, also um das Entwicklungsziel einer flächendeckenden Gesundheitsversorgung. Innerhalb der SDGs wurde die flächendeckende Gesundheitsversorgung als Ziel 3.8 festgeschrieben. Das ist ein sinnvolles Ziel: Alle Menschen sollen Zugang zu einer qualitativ hochwertigen Gesundheitsversorgung haben, ohne zu verarmen.

Erreichung der SDGs
Die Erreichung dieses SDGs wird mit zwei Indikatoren gemessen. Es geht um den Indikator 3.8.1 („Erreichung der Flächendeckung“/capture coverage) und den Indikator 3.8.2 („Finanzielle Absicherung“/financial protection).
Jeder Staat wird eigene, für ihn passende Wege der flächendeckenden Gesundheitsversorgung finden müssen. Es ist jedoch in jedem Fall notwendig, dass der Zugang zur Gesundheitsversorgung nicht zu unbilligen finanziellen Härten führt. Weil das grundlegend wichtig ist, muss eben die Erreichung dieses Ziels auch gemessen werden. Der aktuelle Indikator misst nur die Anzahl der Versicherungen – und damit nicht das, was wirklich zählt.
Außerdem besteht das Risiko, dass aufgrund der Definition des Indikators ausschließlich das Bestehen eines „Versicherungsschutzes“ gemessen und damit auch gefördert wird. Die Erfahrung zeigt jedoch, dass Versicherungen nicht in jedem Fall schützen. Weil manche Regenschirme große Löcher haben, macht das Abzählen der Schirme keinen Sinn.
Deshalb schließt sich das Aussätzigen-Hilfswerk Österreich der Forderung eines breiten Bündnisses zivilgesellschaftlicher Organisationen nach einer Veränderung des Indikators 3.8.2 an. Das Aussätzigen-Hilfswerk Österreich fordert folgende Veränderung:

Gegenwärtiger Indikator (Stand 19.2.2016)
„Anzahl derjenigen pro 1.000 Einwohner, die Zugang zu privaten oder öffentlichen Krankenversicherungssystemen haben.“
Vorgeschlagener Indikator:
„Anzahl derjenigen, die über keine finanzielle Absicherung verfügen.“
Der bloße Zugang zu einem Krankenversicherungssystem bedeutet nicht, dass dieses auch vor Verarmung schützt. Das zeigen Beispiele aus China oder Vietnam, wo es zwar sehr hohe Abdeckungsraten gibt, Kranke aber derartig hohe Eigenanteile zahlen müssen, dass sie hohen Armutsrisiken ausgesetzt bleiben. In vielen afrikanischen Staaten wie z.B. Nigeria gibt es viele nichtregistrierte Menschen, die von der Versicherung per se ausgeschlossen sind.
